In the interest of public service and in order to recognize the exceptional service/ performance of the highest order in any field of human endeavor, the Government of Assam will confer the Assam Civilian Awards on the similar patterns of Bharat Ratna and Padma Awards, the highest Civilian Awards of the Government of India.

1. Assam Baibhav
2. Assam Saurav
3. Assam Gaurav

It would be on the similar patterns of Bharat Ratna and Padma Awards, the higest Civilian Awards of the Government of India.

Generally, the number of Awards to be given every year for the Assam Baibhav-1, Assam Saurav and Assam Gaurav are 1, 3 and 15 respectively. However, the number of awards may vary every year in each category as per the decision of the Award Committee.

The awardees will be provided with the following:

1. Assam Bhaibhav - A citation/ certificate/ medal and a monetary sum of Rs. 5 lakh.
2. Assam Saurav - A citation/ certificate/ medal and a monetary sum of Rs. 4 lakh.
3. Assam Gourav - A citation/ certificate/ medal and a monetary sum of Rs. 3 lakh.

All the above awardees will also be offered the following facilities:

• Free Medical Treatment in Government hospitals and stay in paying cabins, wherever available.
• They will be provided free accomodation in Stte Government Circuit Houses, Guest Houses and Assam Bhawans.
• They will be regular invitees for all the official functions as distinguised guests.
• The Government of Assam will provide up to Rs. 2 lakh for medical expenses towards their treatment of critical diseases.
• Over and above the provision for award money and certain facilities to recepients, free travel will also be permitted to awardees in ASTC buses, provided they give a 24 hour prior information of the proposed journey.
